Established by the Texas Legislature in 1989, DIR provides statewide leadership and oversight for management of government information and communications technology. At that time, our mission was twofold: to direct and coordinate the use of information technology by state agencies, and to provide cost-effective retrieval and exchange of information within and among state agencies, Texas residents, and elected representatives.
Over time, as the use of information technology increased, our mission evolved from individual procurement reviews to a more strategic process focused on shared success and shared responsibility for state information resources.
In 2005, the 79th Texas Legislature (via House Bill 1516) signaled a clear mandate for the state to restructure the roles and responsibilities of agencies for its investment in information and communication technology. Since then, DIR has served in a leadership role to facilitate the state’s economic competitiveness through its ability to deliver quality information resources commodities and services at the lowest prices and best value for state and local government as well as the K-12 public schools and higher education systems.
Today we work to support a shared vision for maximizing the value of the state’s technology investment. Our goals are to reduce government costs, drive effective technology contracting, leverage shared technology operations, promote the innovative use of technology, and to protect the state’s technology and information assets.
Our Mission
